10. Conduct of Meetings of Council

SECTION 10 OF BYLAW NO. 02/07

THE R.M. OF SHERWOOD COUNCIL PROCEDURE BYLAW

10.1 The chair shall:

10.1.1 maintain order and preserve the decorum of the meeting;

10.1.2 decide points of order without debate or comment, other than to state the governing rule;

10.1.3 determine which member has a right to speak;

10.1.4 ascertain that all members who wish to speak on a motion have done so and that the members are ready to vote by asking the question " Are you ready for the question?" and shall the call f or the vote,

10.1.5 rule when a motion is out of order, whether or not any other member of council raises the issue.

10.2 No person shall record council meetings by video or voice recorder, unless the council decides otherwise, although the administrator may, for the purpose of accurately preparing the minutes of council, record all or part of a council meeting and may destroy any such recordings in the administrator’s discretion.

10.3 A member of council who wishes to speak at a council meeting shall obtain the approval of the chair before doing so and upon approval the member shall address all comments to the chair.

10.4 When any person is addressing council, all other members of council shall remain quiet and seated, and no member of council shall: 10.4.1 interrupt the speaker, except on a point of order;

10.4.2 carry on any private conversation, which may disrupt the speaker; or

10.4.3 cross between the speaker and the chair.

10.5 No member of council shall use offensive language, reflect on any vote of council of the motives of those who voted for or against a motion, or shout or immoderately raise his or her voice or use profane or vulgar language.

10.6 When a member of council wishes to leave the council chamber while a meeting of council is in progress, the member shall first rise and be acknowledged by the chair before doing so.

10.7 No member shall leave the council chamber after a question is put to a vote until the vote is taken.

10.8 No person shall bring into the council chamber a cellular phone or similar electronic device, unless the phone or device is programmed and remains programmed so as to prevent an audible ring tone.

10.9 The provisions of this section regarding the conduct of council meetings shall be handed out, posted on the website and posted at the public entrance to the council chamber for information purposes.
